  Regarding the sinking of a Japanese high school fisheries training ship by U.S. submarine off Hawaii on February 9, 2001:

Ambassador to the United States Shunji Yamada blasted a Washington Post columnist, Richard Cohen for his commentary criticizing Japan for what he views as excessive apology demands from the United States over the Feb.9 collision between a Japanese fisheries training ship and a U.S. submarine.

This case seems obviously came from the different custom, culture and characteristics between the U.S. and Japan.

Firstly, Westerners treat things logically while Japanese people treat emotionally. When reporting an aircraft crush, Japanese media take more space for the victim and grief-stricken family than the logical cause of the accident.

In case of a traffic accident resulting in injury or death, Japanese lawyer will say to wrongdoer that "Leave it on me but you should visit the victim and family to sincerely apologize. It helps to conclude the negotiation smoothly." On the other hand, Westerners consider that the apology means to admit the fault of the worngdoer's side and the wrongdoer used to leave everything to the lawyer without visiting the victim for apology.

Secondly, Japanese people highly evaluate the attitude of making utmost effort even on the subject logically considered impossible to accomplish though it is often criticized not efficient obliging over work. If the victims' family were met the record that the submarine crews jumped into the sea trying to help the missing even with insufficient implement, it would ease them very much.

The U.S. government dispatched Adm. William Fallon, vice chief of naval operations in the U.S. Navy, upper status than usual, as a special envoy for U.S. President George W. Bush to maintain good relationship with Japan apologizing over fatal collision. Japanese people highly evaluated this.
Also, it was also reported that the submarine, Greenville's captain, Cmdr. Scott Waddlene Greenville handed his 13 letters addressed to victims' families, the Prime Mister of Japan, the mayor of Aichi Prefecture, the principal of Uwajima-suisan juior college to Yoshio Mochizuki, foreign parliamentary undersecretary in Japanese consul at Honolulu apologizing with his tears on February 27th. His tears will ease Japanese families very much. There are opinions to criticize Japanese behavior to require repeated apology which the U.S. dispositions consider excessive. Japanese disposition wants the apology by the captain not repeating apologize. This is also from different custom between U.S and Japan.

The writer concludes that this was happened between the people who are intelligent and have same ideology and same consciousness to maintain good relationship and alliance with only differenct disposition. I highly evaluate this U.S Government's behavior patiently adapt to Japanese characteristics as the leader of the world.

In the business field in Japan, there are many cases that, when defective merchandise is mistakably delivered, prompt activity to visit the customer apologizing the fault results in improving customer relationship than before.
